Important Notice to All Overseas Students: Amendments to the “Act for the Recruitment and Employment of Foreign Professionals” Announced by the Executive Yuan

1. This announcement is made in accordance with the Executive Yuan Letter No. 1141030485B dated November 18, 2025.

2. On September 24, 2025, the Executive Yuan announced amendments to the Act for the Recruitment and Employment of Foreign Professionals.

●Amendments to Article 4, Subparagraph 4, Item 4 (latter part), Article 28, and Article 29 will take effect on June 30, 2026.

●All other amended provisions will take effect on January 1, 2025.

The amendments include important changes related to international and overseas Chinese students’ eligibility for post-graduation employment and permanent residency. Key points are summarized below:

(1) Article 12:
Foreign nationals who obtain an associate’s degree or higher in Taiwan and who have lawfully extended their residency as current-year graduates with approval from the National Immigration Agency may work in Taiwan without applying for a work permit during their approved period of stay.

(2) Article 18, Paragraph 4:
Foreign professionals and foreign special professionals who complete an associate’s degree or higher at a university or college in Taiwan may deduct the following periods from the residency requirements stated in Paragraphs 1 and 3 of the same article:

1. Foreign Professionals:

●PhD: deduct 3 years

●Master’s: deduct 2 years

●Bachelor’s or Associate’s: deduct 1 year
(These deductions may not be combined.)

2. Foreign Special Professionals:

●PhD: deduct 2 years

●Master’s: deduct 1 year
(These deductions may not be combined.)
